You can tell that second one is a provincial govt/Translink study, because it insists on the most expensive double track configuration possible and looks at WCE-style “commuter rail” on the Interurban. How stupid is that?

Zweisystem replies: Exactly. it seems TransLink and the provincial ministry of transportation do not recognize LRT or any of its variants as a viable transit mode.

Hydrogen fuel cells instead of overhead electric wires? Talk about gold plating or, more accurately, fools-gold plating.
